Keyword Filter Manager is the term blocklist admin, filtered terms grouped into three ruled sections by enforcement action. Block at submit stops content before it posts, Hold for review makes it pending until a moderator clears it, and Flag silently posts it but adds a review flag without notifying the author. Each section header states exactly what its action does, carries a term count badge and an Edit list button, and renders every term as a monospace chip with its 7 day match count. The header sums the active terms across all levels and the total matches over the week.
Sections are one typed array and the header totals derive from it, so counts never drift from the lists. A footer note explains that terms ending in an asterisk match as prefixes and that stale blocked terms are surfaced for retirement in the monthly review.

Tip: keep each section header honest about what its action does; an admin placing a new term needs to know the exact consequence before they pick a severity.
