Spend Save Ladder publishes tiered thresholds as a three column table with the effective percentage worked at each rung, so nobody has to compute whether climbing is worth it. The footer explains the business logic, one box of three costs less to ship than three boxes of one, the rungs pass that saving back, and closes the loopholes, automatic, stacks with nothing.
Rungs are one array. Naming the basket each rung fits, a bag and its care kit, quietly merchandises the climb.
Reach for this block during a promotion with a real end date, the through June 30 must be true. The shipping consolidation argument only works if your fulfillment actually consolidates.

Tip: stacks with nothing stated up front saves the support tickets that every percentage promotion otherwise generates at checkout.
