Delivery Instructions Card holds three ranked fallbacks (safe place, neighbor, locker), then publishes the honor rates from real delivery data: safe place 94% followed, neighbor 81% followed. The note below the rates adds a second finding: anything longer than one sentence gets skipped at the door, so keep it short. The footer fixes the scope, instructions attach to the address, not the order.
Instructions are one array, honor rates a second. The published percentages are the credibility of the block and must reflect real data.
